The Uganda Communications Commission noted that during the program “Koona” that was aired on Friday 21st December 2018, and hosted by Miles Mr Rwamiti, Spark Television relayed live broadcasts of content that was contrary to the minimum broadcasting standards. Section 31 and paragraphs (a) (ii) and (iv) of the Fourth Schedule of the Uganda Communications Act 2013, prohibit broadcasters from broadcasting any program or content that directly or indirectly promotes hatred or a culture of violence and likely to incite and/or glorify violent behavior. In order to avoid a recurrence of similar breaches during the investigations, the UCC directed Spark Television as follows: UCC was established to monitor, inspect, license and regulate the provision of communication services in Uganda. Therefore, it is the duty of the commission to overlook the broadcasting scene and pass regulations regarding TV and radio. This isn’t the first time the commission has come out to suspend programs and stations. This year, UCC suspended 23 radio stations for airing witch craft related content. In 2015, UCC revoked 27 communication licences. Spark TV’s Koona may remain suspended indefinitely.
